Switzerland Implements Measures from the 21st Sanctions Package Against Russia and Belarus

Published: 04.11.2026

Switzerland’s Federal Council adopted measures from the EU’s 21st sanctions package against Russia and Belarus. The updated sanctions lists took effect on 4 November 2026, while sectoral measures followed on 5 November; an additional 254 individuals, companies and entities became subject to restrictions, including entry and transit bans.

According to Swiss authorities, the package expands asset freezes and bans on providing economic resources, while also restricting transactions involving a number of banks, financial institutions and crypto-service providers. For Russian and Belarusian nationals or residents placed on the lists, the measures directly mean a ban on entering and transiting Switzerland; for account holders and businesses, restrictions on payments and dealings with listed entities are especially relevant. Over time, the measures may complicate account access, transfers and the use of financial intermediaries connected with the designated subjects. People planning a move, running a business or using Swiss financial services with links to Russia or Belarus should check the official sanctions lists before travelling or making payments.
