Slovenian law provides a special regime for a declared “complex migration crisis.” Once activated, police may deny entry to people who do not meet entry conditions and return people who entered unlawfully to a safe neighbouring country, subject to specified exceptions for applicants for international protection.
According to the case materials, the special regime does not concern ordinary residence-permit applicants; it targets people attempting irregular entry or staying without a right to remain if Parliament declares such a crisis. In that situation, an intention to seek international protection is screened for specific exceptions, and an appeal against rejection does not suspend execution. The framework does not change the standard procedures for relocation through work, study or family-based routes. It is mainly relevant to people considering irregular entry or seeking international protection.
