Romania prepares changes to labour migration policy for 2026

Published: 15.07.2026

Romania is preparing a 2025–2028 National Immigration Strategy, a decision on the 2026 labour-migrant quota and a revision of the law on migrants’ access to employment. The government has proposed admitting 90,000 migrant workers in 2026 amid significant labour shortages.

According to sources, Romania is simultaneously revising its strategy, labour-migrant quota and rules governing migrants’ access to employment. If implemented, the proposals could expand work-based entry opportunities and change employment and integration procedures, but the measures are still being prepared. The development primarily affects non-EU nationals, employers and family members of migrant workers. People planning to relocate through employment should follow the formal adoption of these measures because they may shape available work routes in 2026.
