Kazakhstan Announces Migration Reform for Investors and Highly Qualified Professionals

Published: 11.09.2026

A presidential decree sets out a shift toward an incentive-based migration model, including consolidated visa categories, an “Altyn Visa” and the QazETA digital platform with an e-Residency module. The government has been instructed to implement the main measures by 31 December 2026; announced benefits for Altyn Visa holders include tax exemptions, access to public and financial services, and the ability to work outside the quota.

The reform targets investors, entrepreneurs and highly qualified professionals and is intended to move part of the migration process online through QazETA. In the future, applicants may gain access to new visa categories, the Altyn Visa, a digital resident ID and broader access to services, but the decree sets the direction and implementation deadline rather than immediately replacing all current procedures. It is particularly relevant to investors, IT specialists and workers in sought-after professions, as well as their families because the announced benefits extend to family members of the visa holder. According to the sources, people planning a long-term move to Kazakhstan for work, investment or business should follow the implementation through the end of 2026.
