Vietnam’s Ministry of Home Affairs has proposed a Vietnam Talent Visa for foreign experts, a five-year personal income tax exemption and waivers from work-permit requirements. The draft also provides for temporary residence cards and facilitated residence arrangements for spouses and children under 18; it is being consulted publicly before submission to the National Assembly.
According to the source, this is a proposal rather than a rule already in force: Vietnam may create a dedicated visa route for qualified foreign experts with corresponding temporary residence cards. The proposal would also allow them to work for multiple organizations without a separate permit for each employer and change jobs without reissuing the visa. It is particularly relevant to foreign specialists and their families considering a long-term move to Vietnam, while application timing depends on approval of the draft. Those targeting strategic sectors should monitor the proposal closely.
