Sweden limits permanent residence eligibility for several groups of foreigners

Published: 18.08.2026

Foreigners holding permits based on asylum, subsidiary protection, exceptionally distressing circumstances or long-term residence are no longer eligible for permanent residence under the new rules. They will instead receive EU long-term residence permits that must be renewed every five years, while work migrants, entrepreneurs, self-sufficient residents and some researchers remain eligible for permanent residence.

According to the sources, since 12 July 2026 access to permanent residence has been divided according to the basis of residence: several humanitarian categories now receive renewable five-year long-term residence permits instead of permanent status. This creates more recurring renewal obligations and less certainty about long-term residence for people moving on humanitarian grounds. The change primarily affects refugees, beneficiaries of subsidiary protection and long-term residents already in Sweden, while work migrants and entrepreneurs retain a clearer route to permanent residence. Anyone planning or pursuing relocation through these routes should take the distinction into account when choosing a migration pathway.
