Tax amendments clarify residency rules and tighten taxpayer obligations

Published: 25.06.2026

The amended tax framework excludes holders of Investor Category Residence Visas from Sri Lankan tax residency. Individuals leaving Sri Lanka to work abroad under a contract of at least one year with an unrelated foreign employer are also treated as non-residents during the contract period, while withholding-tax coverage and compliance obligations have been expanded.

According to the sources, the changes are especially relevant to investors, Investor Category Residence Visa holders and people with employment or income arrangements outside Sri Lanka, because their tax status is clarified in the situations described. For newcomers working in Sri Lanka or providing services, the 5% withholding-tax regime has simultaneously been extended to payments to a wider range of resident professionals above the stated threshold. This may affect net income and dealings with local clients or payers, although it does not change visa-entry rules themselves. The development is worth reviewing for anyone considering an investor residence route, changing tax residence or working with Sri Lankan payers.
