EU citizens may stay in Portugal for up to three months with a valid identity document or passport. Longer stays require meeting one of the applicable conditions and obtaining a registration certificate from the local municipality within 30 days after the first three months; five years of lawful residence may lead to permanent residence rights.
According to gov.pt, an EU citizen can move to Portugal without a visa, but long-term residence requires more than simply entering the country. After three months, the person must meet a qualifying condition, such as employment, sufficient resources with applicable health insurance, or study with sufficient resources, and obtain a registration certificate. Failure to register may result in a fine of €400 to €1,500. This is a basic but important procedure for EU citizens and their families planning to stay beyond a short visit.
