Portugal Requires Entry Declarations from Certain Third-Country Nationals

Published: 02.09.2026

Third-country nationals entering Portugal from another EU member state through a border without passport control and staying in accommodation not reported to the authorities must submit an entry declaration. Failure to do so may result in a fine of €60 to €160.

According to the government portal, the obligation mainly affects people entering Portugal through an intra-Schengen route and staying in private accommodation whose details are not transmitted to the authorities. The declaration must be submitted through the prescribed in-person procedure, with a passport and, where applicable, a visa or Schengen entry stamp. For people relocating, this is an additional formal step after arrival that should be considered when arranging accommodation and travelling through the Schengen area. It is particularly relevant to non-EU nationals using this type of entry route.
