EU citizens may stay in Portugal for up to three months with a valid identity document or passport. For longer stays, EU citizens must obtain a registration certificate from the municipality, while non-EU family members must apply to AIMA for a residence card; applications are due within 30 days after the first three months.
For EU citizens, moving to Portugal beyond the first three months requires formalising their status if they work, are self-employed, study or have sufficient resources and insurance. Non-EU family members need a separate residence document through AIMA, so a family move cannot be planned solely on the basis of an EU relative’s passport. According to the official portal, failure to obtain the required certificate or card may lead to a fine of €400 to €1,500. This is an important practical rule for EU citizens and mixed-nationality families planning to stay in Portugal for more than a short period.
