Norway has opened a consultation on changes to skilled-worker permits after fraud was found in around 10% of applications from non-EEA workers, including forged qualifications and fictitious job offers. The proposal would tighten document and qualification checks and require employers to authenticate job offers electronically, while introducing limited flexibility for second jobs and work during application processing for certain applicants.
According to sources, this is still a proposal rather than a change to the current rules: the consultation runs until 22 January 2027, and approved measures are not expected before autumn 2027. Future applicants would need to place greater emphasis on verifiable qualifications, documents and genuine job offers. The proposal could also give some people already in Norway more flexibility, including secondary employment and work by doctoral fellows or recent graduates while an application is processed. It is worth monitoring for anyone planning a work-based move, but current requirements remain in force for now.
