Norway to introduce an integration declaration for refugees on 1 January 2027

Published: 02.11.2026

Norway has approved an integration declaration for newly arrived refugees and their family members, taking effect on 1 January 2027. It sets expectations concerning employment, Norwegian-language training, legal compliance, equality and children’s rights; failure to follow integration requirements may affect benefits and participation in the introduction programme.

According to sources, the declaration will become a formal part of the early integration process for newly arrived refugees and their families. Its practical effect is tied to participation in introduction programmes, language learning and preparation for employment, with existing legal mechanisms potentially reducing or ending benefits when requirements are not followed. It is not a general migration document for all foreigners and does not independently create penalties, so it does not directly change ordinary work, study or family routes. It matters most to people arriving through protection or family links to refugees from 1 January 2027.
