The Netherlands plans to raise the naturalisation language requirement to B1

Published: 14.10.2026

Under the coalition agreement, the Netherlands plans to replace the current A2 naturalisation requirement with B1. B1 is already the target for many refugees and family members covered by the 2021 Civic Integration Act, while EU, EEA and Swiss nationals are largely exempt.

According to the source, the move to B1 is currently part of the coalition agreement, while the existing naturalisation requirement remains A2. If implemented, the change would require more language preparation and could make the citizenship path longer for affected applicants. It primarily concerns third-country nationals with temporary residence, refugees and family members; EU, EEA and Swiss nationals are largely outside its scope. Prospective applicants should monitor the measure, but B1 is not yet the general mandatory naturalisation standard.
