The Netherlands sets fines for failing to meet civic integration obligations

Published: 24.02.2026

Civic integration rules provide for fines when people subject to integration requirements fail to attend the initial assessment or cooperate with the municipality. The standard fine is €250 and may increase for repeated violations; the maximum for an individual violation is €800, with an overall ceiling of €2,400 during the integration period.

According to the official rules, people subject to civic integration requirements must attend the initial assessment and complete the required integration programme. Ignoring invitations can first result in a warning and then in a fine, with higher amounts for repeated violations. The rules do not apply to every newcomer, but only to people who are legally required to integrate. Anyone receiving such an obligation after moving should treat the deadlines and participation requirements as an important administrative responsibility.
