The Netherlands extends temporary protection for Ukrainians until 4 March 2028 and outlines a transition status

Published: 29.09.2026

Temporary protection for Ukrainians in the EU and the Netherlands has been extended until 4 March 2028. After it ends, the government plans to offer either a regular residence permit or, for some people, a transition document allowing them to live and work in the Netherlands for up to three additional years without a work permit.

According to the government source, temporarily protected people retain rights to residence, work, basic support, education and healthcare until 4 March 2028. After that date, continued long-term residence will require another basis, such as a regular residence permit or the planned transition document for up to three more years. The transition document is intended for people who do not return and cannot obtain a regular permit, and it would allow work without a separate work permit and study at the lower statutory fee. This is highly relevant for Ukrainians already in the Netherlands, who should assess a move to another status well before the protection period ends.
