Montenegro introduced new property-residence rules and electronic D-visa applications

Published: 19.03.2026

Since January 2026, obtaining temporary residence based on property ownership requires a property with a tax-assessed value of at least €150,000. The changes also provide for online applications for the long-stay D visa through the VIS system, including a photograph, fingerprints and a digital signature.

For property-based applicants, the entry threshold is now tied to a tax-assessed value of at least €150,000, so cheaper properties may no longer qualify for a new residence permit. The D-visa process is also becoming more digital, but it requires biometric data and documents through VIS; one source says the system is unavailable from Russia. This is particularly relevant to investors, future workers, digital nomads and other applicants who need a D visa before applying for residence. It is worth checking before buying property or preparing an application because the changes affect both the budget and the filing process.
