From 1 November 2026, nationals of Russia, Belarus, China, Saudi Arabia and Türkiye will need a visa to enter Montenegro. Until 31 October 2026, visa-free entry of up to 30 days remains available for some of these nationals; holders of certain valid third-country visas or residence permits may still enter for up to 30 days under the applicable conditions.
According to the sources, Montenegro will move nationals of Russia and four other countries to a visa-required entry regime from 1 November 2026, so short visits after that date will require advance visa planning. For Russian citizens, this directly ends the visa-free access available until 31 October, although an eligible visa or residence permit from the Schengen area and certain other countries may preserve entry for up to 30 days. A visa governs entry and short stays; it does not replace a residence permit or grant the right to work or settle long term. The change is most relevant to nationals of the affected countries planning relocation, reconnaissance trips or residence applications after the deadline, and it is worth factoring into travel and document planning now.
