From 1 November 2026, citizens of Russia, Belarus, Türkiye, Saudi Arabia and China will need a visa to enter, transit through and stay in Montenegro. Visa-free entry for up to 90 days remains available to citizens of many other countries, while nationals of several European countries may enter with an identity card for up to 30 days.
According to sources, Montenegro is aligning its visa regime with EU rules: visa-free entry for citizens of five countries ends on 1 November 2026, and the visa fee is set at €35. Applications can be submitted through diplomatic missions and the expanding VFS Global network, including centres in Russia, Türkiye, Azerbaijan and the UAE. People who already hold valid temporary or permanent residence permits in Montenegro will be able to leave and return, as the permit serves as an entry basis. This is particularly important for nationals of the five listed countries planning a trip, a residence application or regular travel to Montenegro, who should factor the visa step and processing time into their relocation plans.
