Montenegro to require visas for citizens of five countries from 1 November 2026

Published: 31.10.2026

From 1 November 2026, citizens of Russia, Belarus, China, Saudi Arabia and Türkiye will need a visa to enter, transit through and stay in Montenegro, subject to specified exceptions. Applications can be submitted at diplomatic and consular missions or available VFS Global centres; the consular fee is €35, and applications are to be filed at least 15 days before a planned short stay or 60 days before a long stay.

According to the sources, the basic access conditions for citizens of five countries are changing: a passport alone will no longer be sufficient, so visas must be arranged outside Montenegro through a consulate or an available VFS Global centre. This adds preparation time and costs, particularly for people planning a longer stay or relocation who might otherwise expect to enter visa-free and arrange their status after arrival. People already lawfully present in Montenegro may continue their stay under the applicable rules, while holders of a Montenegrin residence permit retain the ability to leave and re-enter. The change is especially important for citizens of Russia, Belarus, China, Saudi Arabia and Türkiye, including prospective workers, students and family members, who should factor it in before booking travel or planning a move.
