From 1 November 2026, nationals of Russia, Belarus and Türkiye will need a visa to enter, transit through and stay in Montenegro; media reports also include nationals of China and Saudi Arabia in the change. The previous visa-free regime, allowing stays of up to 30 days, remains in place until 31 October, while a separate exemption is planned for certain Turkish diplomatic, official and special passport holders.
Montenegro is ending the previous visa-free arrangement for nationals of the listed countries as part of the alignment of its visa policy with the EU. For someone planning a move, this means arranging a Montenegrin visa before travel after 1 November 2026 unless a stated exemption applies. The change primarily affects nationals of Russia, Belarus and Türkiye, and according to media reports also China and Saudi Arabia, including people who planned to enter first and then arrange residence. It is worth addressing in advance because the previous regime ends on 31 October 2026.
