According to the State Audit Institution, 107,506 foreign nationals stayed in Montenegro last year, including 29,714 people with permanent residence and 67,807 with temporary residence. The audit found that the migration-management system was not sufficiently effective; in 2025, the Interior Ministry issued 12,878 additional temporary residence and work permits beyond the quota of 28,988.
The sources show a substantial foreign-national presence in Montenegro, while the number of temporary residence and work permits issued exceeded the established quota by 44%. The State Audit Institution also assessed the migration-management system as insufficiently effective. For workers and other foreigners applying for residence, this is relevant as an indication of significant pressure on migration authorities and sustained demand for permits. It is worth considering when planning a move, although the report itself does not introduce a new applicant requirement.
