Montenegro to introduce visas for nationals of several countries from 1 November 2026

Published: 24.09.2026

As part of aligning its visa policy with the EU, Montenegro will require visas from nationals of Russia, Belarus, China, Saudi Arabia and Türkiye from 1 November 2026; the government has also begun terminating the relevant visa-free agreements. Applications are already accepted through VFS Global centres in several countries, with further expansion and an e-visa system planned.

According to sources, nationals of the listed countries will need to obtain a visa in advance for entry, transit and stay in Montenegro from 1 November 2026. This adds a visa application and associated preparation to relocation planning, although VFS Global centres are intended to make applications more accessible outside Montenegro’s consular network. The change primarily affects citizens of Russia, Belarus, China, Saudi Arabia and Türkiye, including people planning a move, extended stay or family relocation. They should account for the new date when planning travel after 1 November and check the availability of the relevant visa centre.
