Lithuania’s Foreign Ministry has proposed barring certain Russian and Belarusian citizens and organisations linked to support for Russia’s aggression or activity in occupied territories from entering the country for a range of activities. It also proposes restricting Russian and Belarusian citizens with Lithuanian residence permits from buying property near strategic sites and military training grounds from 1 January 2027.
According to the source, this is still a legislative proposal rather than a measure already in force, but it could narrow entry options for certain professionals and property-purchase opportunities for Russian and Belarusian citizens. For people holding Lithuanian residence permits, the proposed restriction would concern property near strategic sites and military training grounds. Applicants in culture, education, science, sport and entertainment could also be required to sign a declaration condemning Russia’s aggression. The proposal merits attention from people using these entry routes or considering property purchases, with implementation proposed for 1 January 2027.
