Lithuania changes the procedure for applying for work- and study-based residence permits

Published: 03.11.2026

From 1 November, some foreigners in Lithuania on a Schengen visa or another country’s national visa will no longer be able to apply in Lithuania for a temporary residence permit for work or bachelor’s studies. They will have to apply through VFS Global, while highly qualified specialists and certain holders of Lithuanian or EU residence documents remain exempt.

According to the source, the main change is where some applicants must file their documents rather than whether they can qualify for a residence permit. Applicants arriving on a Schengen visa or another country’s national visa for work or bachelor’s studies may need to add a VFS Global appointment and related travel to their relocation planning. Highly qualified specialists and certain holders of Lithuanian or EU residence documents retain the existing procedure. This is important for anyone arranging a new work- or study-based move after 1 November.
