Lithuania’s parliament extended national restrictions on Russian and Belarusian citizens until 2028. Visa and residence-permit restrictions, enhanced checks, limits on e-residency and other measures remain in place; a new ban also limits the import of more than 200 litres of fuel from Russia and Belarus.
For Russian and Belarusian citizens, the basic conditions for relocating to Lithuania remain substantially restricted at least until 2028. According to the source, applications for national and Schengen visas are generally not accepted, residence permits for Russian citizens are restricted, and entry is subject to individual checks; some exceptions depend on existing EU documents, a Lithuanian Foreign Ministry request or objective circumstances. Russian citizens without a residence permit also cannot purchase real estate, while repeated trips to Russia or Belarus may lead to the loss of a temporary permit. This is highly relevant for citizens of both countries planning relocation, status applications, property purchases or regular cross-border travel.
