The Saeima adopted amendments preventing Russian and Belarusian citizens from obtaining temporary residence permits through investment in a state-established alternative investment fund manager. Other foreign nationals may obtain such a permit by investing at least €150,000 for five years and paying €10,000 to the state budget, provided the investment is maintained.
According to sources, the investment route to residence is unavailable to Russian and Belarusian citizens, while other foreign nationals face a substantial long-term investment and a separate state payment. This materially changes the available relocation options and removes this route for applicants from the two countries. Investors from other countries must keep at least €150,000 invested throughout the permit’s validity. The change is particularly important for investment-based applicants and for Russian and Belarusian citizens who must rely on another residence basis.
