From 1 to 31 July 2026, foreigners and stateless persons who violated Kyrgyzstan’s migration rules could voluntarily leave without certain administrative penalties and without paying the state fee for an exit visa. They had to contact a territorial police unit and obtain the exit visa through e-Visa; the measure did not legalize their stay.
According to the Ministry of Labor, this was a temporary opportunity for people with expired visas, permits, or stays without lawful status to leave the country under more favorable conditions. It did not legalize unlawful residence: participants had to arrange departure through the police and e-Visa system between 1 and 31 July 2026. The measure mainly concerned overstayers who wanted to leave Kyrgyzstan and excluded several categories, including people with criminal cases, court judgments, unpaid fines, or tax debts. For someone planning a move, it is not a legalization route but a reminder that avoiding overstays is essential.
