Descendants of Italian emigrants from designated countries may enter for employment outside quotas

Published: 24.11.2025

Italy designated countries with significant historic Italian emigration whose citizens of Italian descent may enter and stay for subordinate employment outside the ordinary quotas. The rule was established by a Foreign Ministry decree of 17 November 2025, published on 24 November 2025.

For citizens of the designated countries who can document Italian ancestry, this may create a separate employment-migration route outside the ordinary quotas. Its practical value depends on whether the person’s country is included and whether Italian descent and the employment basis can be demonstrated. The sources describe a right to enter and stay for subordinate employment, not automatic citizenship or a residence permit without further procedures. It is worth checking for prospective workers of Italian origin, especially when ordinary quotas make relocation timing uncertain.
