Italy expands selected routes for hiring non-EU workers in 2026

Published: 08.01.2026

Italy plans to admit around 165,000 non-EU workers in 2026, mainly for seasonal agriculture and hospitality, care work and heavy industry. Certain categories, including some carers and people of Italian ancestry from seven countries, may enter outside the ordinary quotas, while some procedures for employers are being simplified.

For labour migration, the changes create several additional routes beyond the standard decreto flussi, although most workers will still depend on quotas and short click-day windows. The measures are especially relevant to agriculture, tourism, care and heavy-industry workers, as well as families hiring carers for children under six. Faster processing for people who completed Italy-backed training and digital contracts may reduce some administrative work. According to the source, prospective workers should prepare early and check whether their category qualifies for an outside-quota route.
