Returning Israelis Must Regularize Their Residency Status

Published: 04.10.2026

Israeli citizens who previously ceased to be residents and return to settle in Israel must regularize their residency with the National Insurance Institute. Once recognized as residents, they become eligible for statutory benefits and must arrange their national and health insurance contributions.

According to the source, returning to Israel does not by itself automatically restore a former resident’s social-insurance status. The returnee must be recognized by the National Insurance Institute, after which access to statutory benefits and responsibility for national and health insurance contributions arise together. This is particularly relevant to citizens who have lived abroad for an extended period and are planning a permanent return. Residency and insurance registration should therefore be treated as early administrative steps after relocation.
