Israel’s collective protection regime for Ukrainian citizens in the country has been extended until 31 December 2026 or until the end of the war in Ukraine. Some Ukrainians are nevertheless being refused extensions of their individual 2A5 status and issued departure orders, whose enforcement is suspended by the collective protection regime.
For Ukrainian citizens already in Israel, the extension preserves protection from deportation and the ability to work even when an individual “blue paper” renewal is refused. The main limitation is that leaving Israel ends the collective protection, and a later return may require a substantial deposit and be treated only as a short tourist visit. Applicants should prepare documents supporting humanitarian, family, health or protection-related grounds and keep their contact details updated with the Interior Ministry. According to the sources, this is especially important for Ukrainians currently in Israel and does not create a general right to long-term entry for people abroad.
