Finland introduces new requirements for Russian non-biometric passports

Published: 20.04.2026

From 1 June 2026, Finland will no longer recognise Russian non-biometric passports for new visa and immigration applications, subject to specific exceptions. Until 31 December 2026, such passports remain accepted when they contain a Finnish or other EU/Schengen visa issued before 1 June; exceptions also apply to minors and holders of Finnish residence permits.

According to sources, a biometric passport becomes the standard document for new Finnish visa and residence-permit applications by Russian citizens from 1 June 2026. Until 31 December, a non-biometric passport may still be used with a visa issued before 1 June, while minors and holders of Finnish residence permits are among the listed exceptions. This is most relevant to people planning a trip, study period or relocation who have not yet submitted their documents. Applicants should check both their passport type and entry basis in advance, as the document requirement may affect whether an application can be lodged.
