Adopted amendments provide more favorable conditions for fixed-term work residence permits in labor-shortage sectors, without applying the migration quota or requiring a separate Töötukassa permit, subject to a salary threshold of 80% of the average gross wage. Work-residence holders will be able to change employers without applying for a new permit, and the amendments are scheduled to enter into force on 22 May 2026.
According to the source, Estonia is easing the recruitment of qualified workers from outside the EU/EEA in a limited list of labor-shortage sectors while retaining the general quota and sector-specific caps. For relocating workers, this may simplify access to a work residence permit and reduce dependence on a single employer: once the rules take effect, a change of employer will require registration with the PPA rather than a new permit application. Salary and other standard employment requirements remain in place, so the measure does not create unrestricted access for all occupations. It is particularly relevant to skilled professionals and employers planning relocation after 22 May 2026.
