Estonia continues to accept temporary protection applications from Ukrainian citizens and certain family members. Protection issued from 14 August 2026 is valid until March 2028, but is not granted to new applicants who have no legal grounds to leave Ukraine because of military service obligations.
According to sources, temporary protection remains available from 14 August 2026, but new applicants face an additional condition concerning the legality of their departure from Ukraine. Beneficiaries retain the right to live and work in Estonia, study, and access social services and benefits when eligibility requirements are met; no separate work permit is required. Applicants need identity documents and, when moving with children, proof of family ties; applications are handled by PPA offices by appointment. This is particularly important for Ukrainian citizens and their families planning to relocate to or regularise their stay in Estonia.
