Croatia plans a language requirement for foreign workers renewing permits

Published: 21.09.2026

From 2027, foreign workers would reportedly have to prove Croatian-language knowledge at A1.1 level to renew their residence and work permits. Experts criticise the measure, arguing that a language requirement alone does not ensure legal security or meaningful integration.

According to the source, a language test is expected to become an administrative condition for renewing residence and work permits from 2027. For foreign workers already in Croatia, renewal may therefore require an additional document or procedural step, while employers may face added administrative work. The measure primarily affects third-country nationals whose stay depends on a work permit. People planning to relocate through employment should take it into account when planning a long-term stay and learning Croatian.
