The updated EU sanctions text contains provisions concerning investor citizenship and residence schemes, as well as certain travel by Russian nationals to EU countries. Russian diplomatic and consular personnel, their family members and other covered persons holding a valid residence permit or visa must provide advance travel notification, no later than 24 hours before entry.
According to EUR-Lex, the EU sanctions regime includes special restrictions and procedures concerning travel by certain Russian nationals and investor citizenship or residence schemes. The rules are most relevant to Russian diplomats, their family members, holders of residence permits or visas covered by the provisions, and applicants considering investment-based migration. Before travelling or applying, these groups need to account for EU-wide sanctions requirements in addition to Bulgarian rules. For other movers, the development is mainly informational.
