Bulgaria Proposes a Unified National Framework for Implementing International Sanctions

Published: 11.08.2026

The government published a bill for public consultation to create a more coordinated national framework for implementing UN, EU and other international sanctions binding on Bulgaria. The proposal assigns responsibilities among 21 authorities, including financial-sanctions compliance, visa refusals and measures preventing sanctioned individuals from entering or transiting Bulgaria.

According to the source, the bill is intended to make the enforcement of international restrictive measures in Bulgaria more predictable and to allocate responsibilities among state institutions. For people relocating, the key areas are financial-sanctions oversight by SANS, Interior Ministry measures affecting entry and transit, and visa decisions handled by the Foreign Ministry. The proposal also introduces procedures for exemptions, information sharing and the submission of documents, including information covered by banking or professional secrecy. It is worth monitoring for travelers, applicants and account holders whose payments, travel or visa procedures may be affected by international restrictions.
