Foreigners arriving for study, work, property purchase or family reunification may obtain a temporary residence permit valid for up to one year, with annual renewal possible. Permanent residence may be available after five years of temporary residence, for highly qualified workers, in cases of family reunification or investment activity.
According to sources, temporary residence is handled by a citizenship and migration unit, while educational institutions and employers may submit applications connected with study or work; electronic filing is also available. Permanent residence requires a personal application, police-clearance documents from the country of citizenship and the former habitual residence, as well as fingerprint registration. A permanent residence permit allows indefinite residence in Belarus and provides social and economic rights comparable to those of Belarusian citizens. This is particularly relevant to workers, students, investors and families, who should verify the documentary and eligibility requirements before moving because permits can be cancelled if the underlying grounds disappear, sufficient lawful income is absent or the person remains outside Belarus for more than a year.
