Belarus Updates Registration and Residence Rules for Foreigners

Published: 02.09.2026

The amendments expand the list of persons and organizations that may arrange a foreigner’s entry, stay or residence and clarify the five-day registration rule, with Sundays excluded from the count. Foreigners holding temporary residence permits no longer need to complete a migration card, while an application for permanent residence automatically extends the period of temporary stay while the application is processed.

According to the source, the amendments both simplify procedures for foreigners who already have legal residence status and clarify the consequences of migration violations. The removal of the migration-card requirement for temporary residence permit holders and the automatic extension of temporary stay during a permanent-residence application reduce the risk of a gap in lawful status. The five-day registration rule remains important for short-term visitors and people staying outside hotels. The changes are particularly relevant to foreigners moving from temporary stay to temporary or permanent residence, as well as to hosts and organizations arranging their stay.
