Belarus and Russia Sign Protocol to Simplify Migration Rules

Published: 17.10.2026

The signed protocol provides for entry to Russia by Belarusian citizens using ID cards, indefinite stay in the neighboring country, and simplified document procedures. Registration after 90 days will still be required, and the new rules will take effect after ratification by both countries’ legislatures.

According to sources, once ratified, Belarusians will be able to travel to Russia using an ID card and stay there indefinitely, while registration after 90 days will still be required. The planned changes would shorten permanent-residence processing from three months to two and allow temporary residence permits to be issued on the basis of citizenship of the respective country. This is particularly relevant to Belarusians who regularly travel to Russia, relocate there, or arrange long-term status, as well as families with children. It is worth monitoring, but the protocol does not change the current rules until ratification.
