Belarusian Council of Ministers Resolution No. 464 of 14 September 2026 replaces the previous Visa Rules and sets out visa types, entry categories and issuance procedures for foreign nationals and stateless persons. The updated rules clarify visa-support documents and forms and expand the list of countries whose citizens may obtain e-visas to include India.
According to sources, Belarus has replaced the Visa Rules in force since 2010 with a new framework covering transit, short-term and long-term visas, including work, study and permanent-residence purposes. Applicants should therefore use the updated forms and visa-support requirements, while Indian citizens gain access to a new e-visa route. The change is most relevant to foreign nationals planning entry, employment, study or permanent residence in Belarus. It is worth checking before submitting an application because some provisions take effect on 1 October 2026 and others on 1 January 2027.
