Belarusian citizens who also hold foreign citizenship must enter and leave Belarus using a Belarusian passport. If they do not have a valid passport, a consulate may issue a return certificate allowing a single entry into Belarus, but not departure from the country.
According to the Foreign Ministry, holding foreign citizenship does not change the border-crossing rules for Belarusian citizens: a Belarusian passport is required for both entry and exit. This primarily affects Belarusian citizens living abroad, especially those whose passport has expired, been lost or become unusable. A return certificate solves the problem of entering Belarus only and cannot be used for a subsequent departure. People planning to travel to or return to Belarus should check their Belarusian passport in advance and contact a consulate if necessary.
