The protocol provides for Belarusian citizens to enter Russia using identity cards, stay indefinitely, and obtain a temporary residence permit based on citizenship. The processing period for permanent residence applications would be reduced from three months to two, but the protocol will take effect only after ratification and an exchange of ratification instruments.
Once in force, the protocol would make travel between Belarus and Russia easier without an international passport, simplify document procedures, and allow indefinite stay, while registration after 90 days would remain required. This is particularly relevant to people planning relocation, work, or long-term residence between the two countries, since an identity card could be used while a passport is submitted for consular processing. According to the sources, the changes are not yet automatically effective and depend on ratification by both countries. Belarusian and Russian citizens considering long-term relocation should monitor the ratification process.
