Azerbaijan Proposes Long-Term Temporary Residence for Certain Foreigners

Published: 20.10.2026

Azerbaijan’s Milli Majlis discussed amendments to the Migration Code that would introduce long-term temporary residence permits for certain foreign nationals and stateless persons. The draft would also expand work-permit exemptions to include agripark managers and certain agricultural specialists, with the measures planned for 1 January 2027 through 1 January 2032.

According to the source, this is still a draft under discussion rather than a rule already in force: certain foreign nationals may receive long-term temporary residence permits under a programme planned to run for up to five years. The proposal would also ease access to employment for agripark managers and certain agricultural specialists by exempting them from work-permit requirements. It primarily concerns agricultural professionals and employers planning to bring them to Azerbaijan. People considering work in this sector from 2027 should monitor the amendments, while the immediate effect for other prospective migrants is limited.
