Armenia plans to introduce a work-visa system, remove labor-market testing for work authorizations, and establish a quota for foreign workers. Temporary residence permit holders who change employers will have to notify the authorities within 15 business days and submit a new employment contract through an online portal.
According to sources, the main changes have been rescheduled and are now expected to take effect on November 1, 2026. For labor migrants, this means a shift to a work-visa system, new rules when changing employers, and stricter monitoring of long absences: temporary and permanent residence permit holders will have to notify the authorities if they are absent for more than 183 days in a rolling year. The reform primarily affects workers, employers, and foreigners already using residence permits in Armenia. Anyone planning a work-based relocation or an employer change after that date should factor the reform into application timing and document preparation.
